Perhaps to combat the "over-use during wars" great would be to dramatically increase the costs of blueprints (and permanence) to something akin to capping sky mines... use lots of resources for a bigger reward or don't bother and keep the mats. Maybe a limit of prints to be used (like one per player for every level unlocked at the drafting table).
On a side note... I was explorer for a while. I don't think I intentionally overlooked it as a non war class, but probably on a sub conscious level... long story short, explorer/mapping bug never got fixed, and is not big enough to fix.
