I would rather be an enemy for 22 hours than banned for a few days.
Having city towers protect it's own members doesn't give the mayor any power but assists those that live there . . . even though this could be abused also it's not as powerful as having a single person able to declare or "ban" people at will. It's really not hard for someone to join a city and work at becoming mayor. Mayors get free travel as is . . . giving them "war" power isn't in the nature of cities.
What cities do need is a warehouse similar to kingdoms where other members can donate mats so it doesn't fall on the mayor to provide these when expanding and building.
